Mysql sub routines or mysql stored procedures are stored in a separate database information_schema. Customers won't get access to information_schema database in a shared/resell server.

If you wish to create a mysql sub routines or mysql stored procedures in shared/reseller servers, you may contact technical support to create them. You need to contact technical support with exact mysql queries required to create/modify your mysql sub routines or mysql stored procedures.

If you have a VPS server, you can get root phpmyadmim via WHM control panel and you can manage mysql sub routines or mysql stored procedures via phpmyadmin.
